First push/create django project on Heroku failed, Heroku push rejected, no Cedar-supported app detected

And the reason for my problem is "requirement.txt" is very important for heroku. This file has to be in the root folder of the git project. In the case of Django 1.3.1, there must be a requirement.txt in the directory one level above manage.py.
